The proposal for the competition for the new headquarters of the Territorial Delegation of the Government of Catalonia in Lleida is not limited to creating an administrative building, but rather seeks to rethink the role of public architecture in the 21st century: an open, adaptable, and climate-conscious institution, connected both to the city and its landscape.

It represents an opportunity to extend the Seu Vella park and bring greenery further into the urban fabric. The building frees up ground-level space to create a new public park, while its permeable ground floor and large civic hall establish a transparent relationship between citizens and public administration.

The project is organized around a flexible modular system that allows for infinite spatial configurations over time, ensuring adaptability, efficiency, and long-term sustainability. The prefabricated, modular façade gives the building a timeless and civic character, in contrast to the openness and permeability of the surrounding park. Passive climate strategies, cross ventilation, thermal mass, geothermal systems, and green roofs work together to create a low-emission, highly energy-efficient public building.
