The proposal is born from a clear desire: to open the City Council to the city: We want to build the institution of the Barcelona City Council together: between citizens and politicians. For this reason the new hall must have the ability to vary. An open, adaptable and flexible project that is completed with life and time. Flexibility will therefore be the ability to use the space according to different needs, with the ability to instantly transform it by providing variations for different formats or audiences. Instead of defining a specific program, Open in Barcelona proposes a system of spaces, a machine capable of hosting multiple urban, institutional and social scenarios. More with less.
Lobby open to the city: We understand the space of the town hall as a porch open to the city. A veritable porticoed platform of pillars topped by the Subirachs front that houses the welcome, reception and dissemination activities of the City Council. Complete the urban set by configuring a continuous relationship of the ground floor of the tower. Urban continuity and dissolution of space are keys to an architecture that is referenced in the rationalist models of metropolitan towers.
New urban space Frontissa: The exceptional situation of the plot leads us to think of a strategy that promotes continuity between the spaces of political relationship and the urban spaces of the square. The new urban space and at the same time the permeability of the neighborhood.
Light and activity: With narrow proportions and not too bright, the current hall contrasts with the new opening of all interior spaces to the outside. The Novíssimo building complex, with a clear rationalist influence, requires a ground floor that allows filtration towards the neighboring streets. We propose to enhance the reciprocal exchange between the Town Hall Lobby and public space, establishing a connecting thread that initiates a series of exchanges and correlations between them.
